In Illinois can you buy your deer permit before you take the safety course and get your license?

I ask because the next safety course isn’t until a few days before the season and I want to make sure I have all the paper work so I can actually hunt this year.
You can techinaly get your permit before the test. But if this is your first time buyin a listens you can’t. But if you have had a liscence before then you can get your permit but it’s illegal to hunt. You could get away with it for a little while. Till the game warden asks for your card you get after completing the safety course. I’m from TN. But I’m pretty sure that state doesn’t have to much influence on this particular part of the hunting law
