In .22 caliber there’s not going to be many airguns in that price range. Off the top of my head I know of the Crosman 2260, Crosman 2250, Daisy 22SG, Benjamin 392, Crosman Quest 800x, and Mendoza RM-200.
The best of those guns would be the Benjamin 392, followed by the Daisy 22SG, and Crosman 2260. All these guns will deliver around 11.5-12 ft-lbs of muzzle energy and are going to be accurate enough for hunting small game out to 25-30 yards. (Mainly that limitation stems from the pronounced trajectory caused by the relatively low velocity of .22 caliber guns in this power range.) The Crosman Quest 800x is going to deliver around 13 ft-lbs of muzzle energy, so its going to have a similar power level. Accuracy will also be comparable. But the Crosman Quest 800 its not as durable as the previously mentioned guns. It will work fine, provided you’re not planning on the gun lasting for decades. The Mendoza RM-200 is a .22 caliber springer. Power should be about 12 ft-lbs. Honestly though, I don’t know whether its going to be better or worse quality than the Quest 800.
As for websites, check Gunbroker (). That’s probably your best bet in the US. If you want new airguns, check Pyramid Air ().

If you’re patient and know what you’re looking for, you can use the site* suggested by “J Kirsch” to find great deals.

This one is for airguns only, but IMO, it’s much tougher to find a really good deal.
The only .22 caliber air rifle I would recommend in that price range is the Benjamin 392

I don’t know of any “good” 20ft-lb + air rifles in your price range, and as a general rule of thumb I much prefer the .177 in rifles under 20ft-lb and .22 in rifles over 20ft-lb >no that’s not a hard and fast, line in the sand, it’s just a general rule<
The Gamo Big Cat(13.1ft-lb) + 4×32 scope($89.99) from Cabela’s is the best deal that I know of on an inexpensive air rifle
They also have one with the Gamo Big Cat + 3-9×40 scope($104.99)
865fps* with 7.9gr pellets = 13.1ft-lbs

IMO the RWS 34(15ft-lb) is the best value air rifle in the world, but it’s over your price.
With this package you get a nice mount and scope for only $3 more than the rifle alone.
900fps* with 8.3gr pellets = 14.9ft-lbs
